This leads me to believe that cheese can detect the camera if it is plugged in after login but it seems like something it not being initialized correctly. But – may thanks!

The QuickCam driver is currently available in two forms. Unsupported series, setting status to “Won’t Fix”. It’s probably worth downloading and installing this, and then loading the module with all the debug options enabled:. The module names are quickcam and qc-usb.
